Why Insurance Exchanges Won't Work: People Don't Like Choosing ...

medicineOne of the big reasons I?m so pessimistic about the new health insurance exchanges created under the Affordable Care Act is the principle behind them. The idea is that everyone will be well- informed dedicated shoppers who will know how to select the best plan to fit their needs, which will reduce cost for everyone. Aflac?s 2013 WorkForces Report shows how deeply misguided this assumption is in reality.

Two numbers from the report really stick out. The survey found 54 percent of workers would prefer not to be more in control over their health insurance expenses and options because they will not have the time or knowledge to effectively manage it. This is completely understandable. Selecting the best insurance plan requires not only significant knowledge about every component of insurance, but also the ability to accurately predict the likelihood of future medical needs.

The other important number is 89 percent, that is the number of workers who choose to stick with the same plan year after year. This is in large part because many find the process so daunting.

A market where very few have the knowledge of what is the best bargain and where almost no one ever even tries to shop around simply can?t be effective. Looking at other countries where there is a ?market? for health insurance indicates this will be a real problem. In Switzerland almost no one ever changes plans even though standardization makes it much easier to comparison shop than it will be here under Obamacare.

The way? the ?technocrats? claim the exchanges will be used and the way they will actually be used is likely to be very different. Health insurance plans are extremely complex, and expecting millions of people to every year to successfully spend days researching/shopping for their best plan is simply not?believable.

Former Madagascar president Ratsiraka to contest July election

ANTANANARIVO (Reuters) - Madagascar's former president Didier Ratsiraka will contest national elections in July in a bid to become the Indian Ocean island state's leader for the third time, his supporters said on Saturday.

Madagascar has been in crisis since Andry Rajoelina, now president, led an uprising that ousted former President Marc Ravalomanana from office in 2009, triggering turmoil that scared off investors and devastated the vital tourism sector.

Both Rajoelina, a former disc jockey, and Ravalomanana, a wealthy businessman now in exile in South Africa, have said they will not contest the July 24 presidential election.

Regional powers put pressure on Rajoelina to stand aside, fearing fresh turmoil after this year's vote, while Ravalomanana was sentenced in absentia to life in prison after he was accused of ordering elite troops to kill Rajoelina's supporters.

Ratsiraka returned to Madagascar earlier this month after an 11-year exile in France. He left Madagascar in 2002 after refusing to concede the previous year's poll defeat to Ravalomanana.

Before he was ousted, Ratsiraka, known locally as "Deba", or the Big Man, had ruled Madagascar for 23 of the previous 26 years.

The 76-year-old first became president in 1975 when he seized power as a young naval officer, governing Madagascar until 1993. His second stint as president lasted from 1996 to 2002.

"It is a joy for us to know that we have filed (papers for) the candidacy for President of Didier Ratsiraka," said Monfort Razafimahefa, a member of the Ratsiraka campaign.

Ratsiraka is due to hold a news conference later in the day to explain his motives for contesting the election.

A Madagascan court had sentenced Ratsiraka to 10 years hard labour for embezzlement in 2003, but the current president, Rajoelina, often said the former admiral was free to come home.

Earlier this week Ravalomanana's wife put herself forward to run in July's presidential election, a move analysts say could be aimed at preparing a comeback by the fallen leader.

If an 8-inch stylus-enabled Galaxy Tablet wasn't your cup of tea, perhaps Samsung's new seven-inch model will hit your screen-size sweet spot. The Galaxy Tab 3 has gone official and the third iteration of the company's first Android tablet arrives with a dual-core 1.2GHz processor, 8GB or 16GB of storage (with expansion up to 64GB), a 3- and 1.3-megapixel camera array and a substantial 4,000mAh battery. That 7-inch WSVGA (1,024 x 600) TFT display suggests it's likely to be a keenly-priced slate, although we're still waiting to hear on specifics. Samsung's loaded up the Galaxy Tab 3 with Android 4.1 and says that the WiFi version will launch "globally" in May, while an incoming 3G model (no LTE at this point, but it'll be able to make calls) will follow in June.

Court may limit use of race in college admission decisions

WASHINGTON (Reuters) - Thirty-five years after the Supreme Court set the terms for boosting college admissions of African Americans and other minorities, the court may be about to issue a ruling that could restrict universities' use of race in deciding who is awarded places.

The case before the justices was brought by Abigail Fisher, a white suburban Houston student who asserted she was wrongly rejected by the University of Texas at Austin while minority students with similar grades and test scores were admitted.

The ruling is the only one the court has yet to issue following oral arguments in cases heard in October and November, the opening months of the court's annual term which lasts until the early summer. A decision might come as early as Monday, before the start of a two-week recess.

As hard as it is to predict when a ruling will be announced, it is more difficult to say how it might change the law. Still, even a small move in the Texas case could mark the beginning of a new chapter limiting college administrators' discretion in using race in deciding on admissions.

For decades, dating back at least to the John F. Kennedy administration of the 1960s, leaders have struggled with what "affirmative action" should be taken to help blacks and other minorities. In the early years, it was seen as a way to remedy racial prejudice and discrimination; in the more modern era, as a way to bring diversity to campuses and workplaces.

Since 1978, the Supreme Court has been at the center of disputes over when universities may consider applicants' race. In that year's groundbreaking Bakke decision from a University of California medical school, the justices forbade quotas but said schools could weigh race with other factors.

In another seminal university case, the court in 2003 reaffirmed the use of race in admissions to create diversity in colleges. But with the current bench more conservative than the one in 2003, there is a strong chance a majority of the justices will undercut that decade-old ruling on a University of Michigan case.

Writing for the majority in that case, Grutter v. Bollinger, Justice Sandra Day O'Connor declared that "the path to leadership" should be "visibly open to talented and qualified individuals of every race and ethnicity." That meant public universities must be able to take special steps to enroll minorities, O'Connor wrote.

O'Connor retired in January 2006 and her successor as the regular swing vote on racial dilemmas has been Justice Anthony Kennedy, who dissented in the 2003 case and may well author the ruling to come in the latest case. The student in the case, Abigail Fisher, graduated from Louisiana State University last year.

"HURT," "INJURY"

Notably, during oral argument in the University of Texas case on October 10, Kennedy referred to the "hurt" and "injury" caused by screening applicants by race. However, Kennedy's comments during arguments suggested that he was not ready to vote to forbid all racial criteria in admissions.

In his dissenting opinion in the 2003 Michigan case, he wrote that the court has long accepted universities' stance that racial diversity enhances the educational experience for all students, while insisting such policies be narrowly drawn.

Kennedy's view of when exactly race can be considered and of the discretion of college administrators in the matter are likely to be crucial.

Marvin Krislov, now president of Oberlin College in Ohio and a past vice-president and general counsel of the University of Michigan, said on Friday that university administrators were concerned about how broadly it might sweep and whether it will ultimately reduce the number of minority students on campus.

"Colleges and universities care deeply about student body diversity," he said, adding of his colleagues in higher education: "We're all watching and waiting."

Once oral arguments are held, the court's deliberations on a case are shrouded in secrecy. The timing of a particular decision is not known in advance. And racial dilemmas have never been easy for the court, a point underscored by the current delay.

When the justices ruled in the 1978 case Regents of the University of California v. Bakke, they issued six separate opinions. None drew a majority. Four justices would have upheld a program that set aside a certain number of slots for minority applicants; four justices would have struck it down. Justice Lewis Powell provided the essential fifth vote, allowing universities to consider race and ethnic origin but forbidding quotas or a reserved number of places. Powell planted the seed of the diversity justification that blossomed in O'Connor's opinion in 2003.

The Michigan case divided the bench 5-4, with O'Connor joining with the more liberal members of the bench to allow race as a consideration in admissions. In a 2007 dispute testing the use of race in student placements to ensure diversity in school districts, the court tipped the opposite way. Conservatives, including O'Connor's successor Samuel Alito, curtailed such public school integration plans.

Only eight of the nine justices will be deciding the Texas case. Justice Elena Kagan, a former U.S. solicitor general, has taken herself out of the dispute because of her prior involvement in the case. The government is siding with the University of Texas.

The challenged program supplements a Texas state policy guaranteeing admission to the university for high school graduates scoring in the top 10 percent at their individual schools. University of Texas administrators argue that the "Top 10" program does not make the university sufficiently diverse.

The Texas approach, with the dual programs, is distinct. The larger issue is how a decision would affect other universities.

"The court seems to have been leaning away from allowing affirmative action for some time," said University of Virginia law professor John Jeffries, a former law clerk and biographer of Justice Lewis Powell. "If they close the door that, potentially, is a very big deal."

Rolling Stones to play small LA club ahead of tour

LOS ANGELES (AP) ? Surprise!

Before they kick off their "50 and Counting" tour, the Rolling Stones are playing a warm-up date at a small Los Angeles club.

The band is set to perform Saturday night at the Echoplex before a sold-out crowd that will be miniscule compared to the thousands who are set to see them launch their tour May 3 at the Staples Center.

Tickets were sold for $20 each ? a fraction of what tickets to the tour will cost.

Hundreds of fans lined up outside the El Rey Theatre earlier Saturday for a chance at the tickets. They were dispensed through a confusing lottery system that led to much of the crowd departing even though show tickets were made available to lottery ticket holders.

Buyers were limited to one ticket, and were required to show a government-issued ID, pay with cash, wear a wristband with their name on it and be photographed. Their names will be verified at the venue, which has a capacity of about 700. Cameras and smartphones will not be allowed inside.

Rumors of the spontaneous show spread across social networks this week after the band teased the appearance on their Twitter accounts. The dance-pop band New Build, which was originally scheduled to play the Echoplex on Saturday, was first to leak details about the show.

"Our gig got shifted b/c the Rolling Stones are playing Echoplex," the band posted Friday on Twitter. They joked that they're looking forward to "having it out" with the Rolling Stones.

The Rolling Stones performed a few dates together in London, Brooklyn, N.Y., and Newark, N.J., last winter, but didn't announce a tour until earlier this month. They will play 17 dates in the United States but said they may add more down the line.

The lowest price for tickets to the show at the Staples Center, which has a capacity of about 20,000, is $250.

The Cornell women had a very successful two days of competition at the historic Penn Relays on Thursday and Friday, claiming four victories, three top-five individual finishes in Championship races, two school records, a school freshman record and several alterations to the all-time school top 10 lists.

The Relays got off to an auspicious start in the field events on Thursday as senior co-captain Victoria Imbesi claimed the Eastern Shot Put title, coming through with a clutch sixth (and final) throw of 48' 10 1/4? to win the event, a mark that was easily an ECAC qualifier and an outdoor seasonal best. Imbesi has been on a roll this outdoor season and concluded her collegiate career at the Penn Relays with yet another great performance.

On the track in the relays, the 4x400 claimed the Heps race for the second year in a row, winning in dominant fashion, six seconds ahead of second-place Princeton. The line-up of freshman Udeme Akpaete (55.4), sophomore Zena Kolliesuah (54.8), sophomore Katie Woodford (57.0) and junior Ebolutalese Airewele (56.3) ran 3:43.72 to add another Penn Relays wheel to the Cornell collection.

Earlier, two other relays put in good efforts. The 4x100 of freshman Rochelle Forbes, Kolliewuah, Airewele and Woodford ran 47.76 to better the ECAC standard, finishing fifth in their heat. And a young distance medley relay team gained valuable experience, placing 11th in their heat as freshman Sarah Holl (3:41.13 for 1,200), sophomore Emily Woodford (57.85 for 400), sophomore Elyse Wilkinson (2:12.41 for 800) and freshman Kristen Niedrach (4:58.29 for 1,600) teamed up to run 11:49.67.

Closing out relay action on Friday, the Big Red smashed the school record in the Shuttle Hurdle Relay to win the Eastern Section and earned yet more Penn Relays hardware, placing third overall out of all colleges. The team of sophomore Mina Amick-Alexis (14.3), freshman Hillary Holmes (14.3), junior Zaakirah Daniels (14.1) and freshman Kayla Wong (14.9) ran 57.59, breaking the school record set two years ago by over half a second.

On Thursday night in the distance carnival, the Cornell women again proved to be among the best in the nation with yet another remarkable showing. All seven women finished in the top 10 of the College Championships sections, claiming Cornell's first ever win in the 3K, a runner-up in the 5K as well as a medal-winning fifth-place effort in the 3K. These performances produced five changes to the school all-time top 10 lists, as well as a school record and a school freshman record.

Junior Rachel Sorna powered to victory in the women's 3000 Championship to earn a Penn Relays watch, dictating the tempo of the race in setting a school outdoor record of 9:20.36. Placing fifth was fellow All-American senior Genna Hartung, who set an outdoor personal best of 9:32.42 to move to No. 10 all-time at Cornell. And in eighth was freshman Caroline Kellner, who took six seconds off the old outdoor school freshman record with a personal best of 9:37.69, good for eighth place. This is Kellner's second freshman record of the year (to go along with her indoor 5K record), and she joins classmates Liz Crissy (high jump), Dina Iacone (10K) and Claire Devoe (3K steeplechase) in helping re-write the freshman record books this outdoor season.

Earlier in the evening in the steeplechase, DeVoe had a very good debut at the Penn Relays, placing eighth in the Championship 3K steeple section, running 10:45.42, easily under the ECAC standard.

Immediately after the 3000 Championship was the 5000 Championship, and for the second race in a row, Cornell had three in the top 10. Senior co-captain Katie Kellner battled fellow All-American Corey Conner of Maine to the very end, running a very strong race to place second, crossing the line in 16:10.85, an outdoor personal record and good for No. 2 all-time at Cornell. Kellner waged a tactical and well-executed race, finishing just behind the defending champion in the event.

Cornell had two other outstanding performances in the race as senior Kate Rosettie closed strongly to set an outdoor personal mark of 16:35.69 to place ninth (to move to No. 8 all-time at Cornell), and junior Devin McMahon ran very well to set a lifetime personal best of 16:37.15 to place 10th (good for No. 10 all-time at Cornell).

Cornell had several other good showings on the weekend. In the College Pole Vault, seniors Claire Dishong and Lindsey Patterson both cleared 11' 11 3/4?, while freshman Liz Crissy was over 5' 4 1/2? in the Eastern High Jump. In the College Javelin, sophomore Felicia Reid threw 98'.

Escaped convict turns himself in after 14 years on the run

OKLAHOMA CITY (AP) ? After 14 years on the run from the FBI and tips from witnesses in two countries, David Lee Kemp turned himself over to authorities in southwest Oklahoma early Friday morning, local authorities said.

Kemp, of Lawton, Okla., was the only inmate to elude capture after escaping with eight other inmates on March 11, 1999, while awaiting trial on two first-degree murder counts in the killings of his ex-wife and her boyfriend.

Comanche County Sheriff Kenny Stradley said Kemp told police he was done running.

"He said that he was just tired basically of running and it was affecting his health," Stradley told The Associated Press.

Comanche County Jail records show Kemp was taken into custody at about 1:40 a.m. Friday on charges of felony first-degree murder and escaping from a county jail, a misdemeanor.

The sequence of events leading up to his arrest started at a rest stop along Interstate 44, Stradley said, when Kemp knocked on the window of a sleeping truck driver.

"He said, 'I need you to call Comanche County Sheriff's department to come up here. I need to talk to them,'" Stradley told The Associated Press in a phone interview.

A deputy arrived and told Kemp he looked familiar. The deputy then asked for Kemp's name. Kemp told him and was immediately arrested, Stradley said. It's unclear if Kemp has a lawyer.

Kemp is charged in the deaths of Christina Cremer and her boyfriend, Robert Miller, whose bodies were found in August 1998, riddled with bullets in their Lawton apartment. He was apprehended by police in California several days later and taken to Comanche County.

In March 1999, he and eight other inmates overpowered a guard with a large grilling fork and escaped. Most were recaptured the same day.

Since then, Kemp was the subject of the "America's Most Wanted" and "Unsolved Mysteries" TV shows. He was reportedly spotted in Las Vegas and may have also been spotted in Phoenix, Louisiana and even Canada.

Stradley was also sheriff back in 1999 when Kemp escaped, and called Kemp's capture "a big relief."

A spokesman for the county said Kemp was under observation because of suicide concerns.

"He's completely compliant right now and following all the rules," said Jacob Russell, the spokesman. "All the added security at this time will be to and from the courtroom."

Hyundai has withdrawn a TV commercial for its ix35 which shows a man failing to kill himself because the car's exhaust emissions are 100% water, and not carbon monoxide. The "joke" is that the ix35 is a fuel cell car, not a gas or diesel car (video below).

The ad drew a protest from Holly Brockwell, a copywriter at adam&eveDDB who used her blog to ask the company to remove the ad. Her protest describes how her father committed suicide in his car:

Surprisingly, when I reached the conclusion of your video, where we see that the man has in fact not died thanks to Hyundai?s clean emissions, I did not stop crying. I did not suddenly feel that my tears were justified by your amusing message. I just felt empty. And sick. And I wanted my dad.

Hyundai tweeted:

"Hyundai understands that the video has caused offence. We apologize unreservedly. The video has been taken down and will not be used in any of our advertising or marketing."

Hyundai's ad agency is Innocean.

The U-turn came quickly in part due to the skillful way Brockwell posed her dislike of the ad. Her blog post threatened to become a lot more viral than the ad itself, which had been praised by the U.K. ad media.

Bosnian president arrested in corruption crackdown

SARAJEVO, Bosnia-Herzegovina (AP) ? Bosnian police on Friday arrested one of the country's presidents along with 18 other people as part of a corruption investigation in one of the country's two main sections, a spokesman for the prosecution said.

The nation of Bosnia-Herzegovina consists of the Serb-run Republika Srpska and the Bosniak-Croat Federation. Both are highly independent, and each has its own president, government and parliament.

Zivko Budimir, a president of the Bosniak-Croat Federation, the president of the region's commission of pardons Hidajet Halilovic, and at least 17 other officials were arrested on Friday.

A spokesman for the Bosnian prosecutor's office, Boris Grubesic, confirmed the arrests. He said members of the group were suspected of "abuse of office, illegal intermediation, receiving and giving bribes, organized crime and drug trafficking."

He made clear that not all members of the group were suspected of all of the crimes.

Police had earlier searched Budimir's presidential office and several other government buildings.

Bosnia is one of the world's most over-governed countries and has four more presidents ? one for the Serb-run region and a three-person presidency linking the country's two parts.

It is considered one of the most corruption-prone countries in Europe, partly due to the complex administrative framework but also because of the deep ethnic and political divisions remaining since the country's 1992-95 war.

Some matches are made in heaven; some don?t even bother waiting to get there. Indietronic pair Takako Minekawa and Dustin Wong?s new album Toropical Circle sounds as if it were made somewhere near the gates to heaven?somewhere, if you will, at a ?Party On a Floating Cake.?

?The song was written on a summer?s day,? singer and keyboardist Minekawa tells Metropolis about the album?s lead single in an interview before its release in May. ?While we were writing, the sun was pouring into the room. We were experimenting on how I can layer my voice on top of Dustin?s loops.?

Guitarist Wong (formerly of Ponytail) sets the scene. ?We wrote it in my mom?s hula dancing studio?it?s a really nice room. I placed a few prisms where the sunlight comes through so the colors could flow in. The songwriting felt organic, like two people working on one drawing.?

Veteran Japanese singer-songwriter Minekawa and recent indie fave Dustin Wong met in Tokyo in the summer of 2011, when Minekawa went to go see Wong?s show in Tokyo. Chinese-American Wong had been a fan of Minekawa?s music growing up as an expat in Tokyo. After their meeting they began to correspond.

Beginning with some sessions at a rental studio in Tokyo, their mutual interests in music and mythology finally led to Toropical Circle, which is a pair work right down to the album cover and music video for ?Party on a Floating Cake.? It also happens to be Minekawa?s first release in 13 years.

?I was really happy to meet her since I?d been a fan of her music for a really long time,? says Wong, remaining coy on the topic of whether he is romantically involved with Minekawa. ?I first thought she was very shy and quiet. But as I got to know her, I saw that she is very open minded, kind and her intuitions are just spot on, genius.?

?I knew his music prior to meeting him and his sounds felt very familiar,? Minekawa adds from her own perspective. When I saw him perform it had a warmer energy than in the recordings. There happened to be a mutual acquaintance at the show and he introduced me to him. I was too shy to shake his hand. I remember asking him about some of his guitar pedals and he explained the different knobs, referencing them as hands of a clock, and time.?

Putting aside whether or not they complement each other romantically, both Minekawa and Wong are definitely starry-eyed when it comes to the arts.

?Romanticism is extremely important in music,? Wong stresses. ?It?s the soul that soars sound into melody. It?s a type of idealism, which touches directly on beauty and emotion. Totally crucial to what music is about.?

?By looking at clouds, light, dust, we observe and use our imagination,? says Minekawa. ?Through this our hearts are always melting. This could be the foundation to our sounds.?

Toropical Circle shows a duo musically made for one another. Wong?s intricately looped guitar layers provide just the right accompaniment to Minekawa?s ethereal vocals. Evocative song titles like ?Mirror Underwater in a Magic Lantern? and ?Swimming Between Parallel Times? conjure a sense of storytelling somewhere between mythology and science fiction.

?All those things are a means to really expand our imagination and open ourselves to different possibilities,? Wong explains.

?Science, history and mystery open new doors,? Minekawa continues. ?Mythology, not just as a type of history?but through imaginative interpretations?all kinds of doors start opening. To imagine is to overflow, and in that moment you are constantly reborn.?

The musical techniques Minekawa and Wong use to embroider their respective contributions together blend purposefulness and alchemy. ?With ?Swimming Between Parallel Times? Takako bought a sampler that can also be used as a keyboard,? Wong relates. ?We recorded voices, instruments and other miscellaneous objects by hitting or blowing on them. We then put those sounds through the keyboard. The drum sound you hear in the beginning of that song is a sample of a water tank being hit.?

The pair debut their album in a series of concerts this spring, and the hype is spreading from staid publications to hip indie websites such as Tiny Mix Tapes.

?We?ll have all sorts of things, I set up my pedals a bit differently compared to my solo performance?we?ll have a drum machine and that sampler keyboard we talked about earlier,? Wong says, previewing their upcoming release party at Shibuya?s O-Nest.

?The drum machine is actually Dustin?s father?s drum machine from the ?80s, notes Minekawa, who also adds that the loop pedal on the floor will ?intertwine their sounds.?

Novel approach to find RNAs involved in long-term memory storage

Apr. 25, 2013 ? Despite decades of research, relatively little is known about the identity of RNA molecules that are transported as part of the molecular process underpinning learning and memory.

Now, working together, scientists from the Florida campus of The Scripps Research Institute (TSRI), Columbia University and the University of Florida, Gainesville, have developed a novel strategy for isolating and characterizing a substantial number of RNAs transported from the cell-body of neuron (nerve cell) to the synapse, the small gap separating neurons that enables cell to cell communication.

Using this new method, the scientists were able to identify nearly 6,000 transcripts (RNA sequences) from the genome of Aplysia, a sea slug widely used in scientific investigation.

The scientists' target is known as the synaptic transcriptome -- roughly the complete set of RNA molecules transported from the neuronal cell body to the synapse.

In the study, published recently in the journal Proceedings of the National Academy of Sciences, the scientists focused on the RNA transport complexes that interact with the molecular motor kinesin; kinesin proteins move along filaments known as microtubules in the cell and carry various gene products during the early stage of memory storage.

While neurons use active transport mechanisms such as kinesin to deliver RNA cargos to synapses, once they arrive at their synaptic destination that service stops and is taken over by other, more localized mechanisms -- in much the same way that a traveler's bags gets handed off to the hotel doorman once the taxi has dropped them at the entrance.

The scientists identified thousands of these unique sequences of both coding and noncoding RNAs. As it turned out, several of these RNAs play key roles in the maintenance of synaptic function and growth.

The scientists also uncovered several antisense RNAs (paired duplicates that can inhibit gene expression), although what their function at the synapse might be remains unknown.

"Our analyses suggest that the transported RNAs are surprisingly diverse," said Sathya Puthanveettil, a TSRI assistant professor who designed the study. "It also brings up an important question of why so many different RNAs are transported to synapses. One reason may be that they are stored there to be used later to help maintain long-term memories."

The team's new approach offers the advantage of avoiding the dissection of neuronal processes to identify synaptically localized RNAs by focusing on transport complexes instead, Puthanveettil said. This new approach should help in better understanding changes in localized RNAs and their role in local translation as molecular substrates, not only in memory storage, but also in a variety of other physiological conditions, including development.

"New protein synthesis is a prerequisite for maintaining long term memory," he said, "but you don't need this kind of transport forever, so it raises many questions that we want to answer. What molecules need to be synthesized to maintain memory? How long is this collection of RNAs stored? What localized mechanisms come into play for memory maintenance? "

Moroz of the University of Florida, Gainesville.

Chinese victim of Marathon blasts remembered

BOSTON (AP) ? Lu Lingzi was passionate about the piano, a daughter who always made her father laugh and a standout statistics student. She was killed by the Boston Marathon blasts two days after acing qualifying exams.

Friends and family on Monday night vowed not to forget the light in their lives that was extinguished too soon.

"You need us to be strong and brave," Jing Li said of her roommate, killed as she watched the marathon a week ago. "We will keep running to finish the race for you and we will try to realize your unfinished dream."

Hundreds of people packed a hall at Boston University to say goodbye to Lu, a 23-year-old graduate student. She was one of three people killed in last Monday's bombings. Gov. Deval Patrick was among the people who showed up to listen to an hour of music and stories about Lu.

Jing told the crowd how when she met Lu in April 2012 they discovered they were both from the northern part of China, both piano lovers and both without boyfriends.

"We believed we were long-lost sisters and could not wait to begin our adventure in Boston," she said. "I was so grateful that I had such a lovely sister in my life, but I had no idea that this friendship would only last one year."

Speakers recalled a bubbly young woman who loved dogs and blueberry pancakes and who was also a driven student.

Her father, Lu Jun, thanked everyone for helping the family over the recent dark days before offering a eulogy "to comfort the heavenly soul of my beloved daughter."

"She was the family's Shirley Temple, if you will, the little elf and a little jolly girl, bringing everyone in the family ceaseless laughter," said Lu Jun, who spoke in his native tongue and was followed by an English interpreter.

"She's gone but our memories of her are very much alive," her father said. "An ancient Chinese saying says every child is actually a little Buddha that helps their parents mature and grow up."

Family members accepted gifts from students. They turned and bowed to the crowd at the end of the service.

Eric Kolaczyk, director of the school's program in statistics, said Lu was an excellent student who passed her qualifying exams with "flying colors" just before her death. He said that though she will never achieve her goal of becoming a financial analyst, a scholarship set up in her name by Boston University will help others meet their goals.

"Lingzi's potential will instead be fulfilled by many others," he said.

Majority oppose 24 hour buses and trains

A topic that has recently come to the fore is buses and/or trains running around the clock in Tokyo. It was covered on last night?s news as one of the ideas being floated to increase Japan?s attractiveness to foreign investors. However, one major negative issue is that currently the last train home is often the only excuse employees have for leaving work (labour protection laws are poorly enforced, and the pressure from societal norms means a lot of unpaid overtime is worked) or indeed obligatory after-work drinkies, so removing the final escape route could make the average employees lot much worse.

So, with that in mind, Yahoo! conducted an open news poll asking is 24 hour city buses and underground necessary? At the time of writing, seven days into an ten-day poll, 41,587 people have voted. 22% say both are needed, 5% say buses only, and 17% underground only. However, these three are outweighed by the noes to both, with 58% saying that both forms of round-the-clock public transport are not necessary.

Judges deal fresh blow to British bid to expel cleric Qatada

LONDON (Reuters) - British judges on Tuesday dealt a fresh blow to efforts to expel a radical cleric once described as Osama bin Laden's "right-hand man in Europe", prompting the government to vow to take its case to the country's highest court.

Britain says Abu Qatada, whose sermons were found in a Hamburg flat used by some of those who carried out the September 11 attacks on the United States, is a security risk and should be returned to his native Jordan where he was convicted on terrorism charges in 1999.

But in an increasingly embarrassing saga for Home Secretary Theresa May, judges have repeatedly blocked the move, citing fears that evidence obtained through torture may be used against Qatada in an expected retrial in Jordan.

Last month, judges rejected an appeal against a November ruling by Britain's Special Immigration Appeals Commission blocking Qatada's deportation, prompting the government to seek permission to appeal to Britain's highest court.

The Court of Appeal, which filters requests to appeal to the Supreme Court, has now rejected the government's request.

"We are disappointed with the Court of Appeal's decision but will now request permission to appeal directly from the Supreme Court," the Home Office said in a statement.

"The government remains committed to deporting this dangerous man and we continue to work with the Jordanians to address the outstanding legal issues preventing deportation," the statement added.

Although the government can request permission to appeal to the Supreme Court directly, success is seen as less likely than if the Court of Appeal had agreed to allow it.

The government will have no other legal avenues left if the Supreme Court decides not to hear its case.

Qatada, once described by a Spanish judge as "Osama bin Laden's right-hand man in Europe" has been in and out of jail since first being arrested in 2001, and was last month sent back to jail for breaching his bail conditions.

His presence in Britain has been an embarrassment for the Conservative-led government, which has pledged to toughen immigration rules and has promised to get rid of him.

May's lawyers have described him as a "truly dangerous" individual, a point judges do not dispute. But despite assurances from Jordan, they fear a "flagrant denial of justice" if Qatada were returned there for a retrial.

Britain's opposition Labour party said the government had employed a "failed" legal strategy.

"A year ago Theresa May promised Abu Qatada would soon be on a plane. Now it is clear her legal strategy has completely failed," Labour interior affairs spokeswoman Yvette Cooper said.

"We want to see Abu Qatada deported as a matter of urgency to face fair trial in Jordan. The Home Secretary and the courts have said he is a very dangerous man," she added.
