Lieutenant Colonel Dr. Salah Obeid Al Ghoul, Director of Law Respect Culture Bureau; the General Secretariat of His Highness Deputy Prime Minister, Minister of Interior, indicated that drugs and crime are inseparable;? pointing out to? the close connection between drugs and all forms? of crimes in society. Moreover, he called on families to take all necessary measures to protect their children from slipping into this dark tunnel that only brings destruction to families.

In his statement marking the nation?s World Anti-Drugs Day celebrations, Lieutenant Colonel Al Ghoul said: ?Drugs are a blight that exhausts the resources of society and waste its members? energy and capabilities, which should be used instead to boost society?s progress and prosperity. Big amounts of money, which can be better used to bring development and welfare to the nation, are used to fight drugs.?

Addressing drug crimes, he explained: ?Many crimes are committed by individuals who are under influence of drugs, as they lose ability to think properly and judge rationally. Hallucinations and imaginary thoughts generate anomalous feelings and ideas in the mind of drug abusers towards themselves and others, often leading them to commit suicide or crimes.?

For his part, First Lieutenant Abdullah Al Dahmani, Director of Studies Branch at the Law Respect Culture Bureau, stressed the importance of legal awareness on drug issues, which can yield dangerous impacts on individuals and societies. ?Individuals must be aware of the important role of the law in deterring whoever dares to threaten the security,? he explained.

He added: ?The Bureau aims to reach out to all community members, to acquaint them with the legal dimensions of important issues; particularly drugs. The Bureau has released an awareness booklet determining the penalties for crimes dealing with drug abuse.? The booklet is available in all languages spoken in the country.?

Al Dahmani explained: ?A significant majority of young people, aged between 12 and 18 years, does not realize the legal risks of dealing with such substances, being young and immature. They are often misled by drug dealers to traffic and use dangerous narcotic substances, to experience a different kind of adventure.? Moreover, young people think that keeping such practices secret among friends, will help them get away unpunished, unaware that law enforcement entities? are on the lookout to punish any drug trafficker or abuser who compromises the future of the nation?s citizens. Ultimately, those kids find themselves in juvenile rehabilitation centers, for lacking knowledge of the legal consequences of what they mistook for an innocent childish behavior. ?

?The penalty stipulated by the Federal Law no. 14 of 1995 on the counter measures against narcotic drugs and psychotropic substances, achieves its public deterrent goal against any individual who deals with narcotic substances in any means. Drug possession is punishable by up to 15 years in prison, while drug abuse is punishable by 1-3 years in prison in case of a misdemeanor, and by 4-15 years in case of a crime. Serious crimes yield serious punishments; as trading and trafficking are punished, in many cases, by death penalty, due to their dangerous impacts on social security in the country,? Al Dahmani stated.

Survival of the Galapagos sea lion

June 29, 2013 ? Immune systems of endangered Galapagos sea lions are in overdrive because of harmful activity by people, reveal scientists from the Zoological Society of London (ZSL).

The study shows that Galapagos sea lions (Zalophus wollebaeki) are more prone to starvation because of exposure to human influences like pets and pollution. These can impair the level of their immunity, making them less able to hunt and more likely to go hungry when food is scarce.

This research is published June 28 in the journal PLOS ONE.

Conservationists spent more than eighteen months on the Islands of San Cristobal, which is inhabited by humans, and Santa Fe, where there are no humans, dogs, cats, mice or rats. They tagged 60 Galapagos sea lions from each island and monitored their behaviour and physiology.

ZSL's Institute of Zoology Director, Professor Tim Blackburn says: "We are increasingly aware of the threats of infectious diseases to wildlife around the world, from amphibians in the tropics to the birds in British gardens. It is worrying that we are now potentially seeing such threats to sea lions in the supposedly pristine wilderness of the Galapagos Islands."

ZSL's Dr. Paddy Brock, author on the paper, says: "A tell-tale sign of an unhealthy sea lion is a thinner than normal layer of blubber, which is what we saw in the sea lions on San Cristobal. This was all the more notable as we didn't notice these patterns in sea lions on Santa Fe, where they live without the presence of people or pets.

""The immune systems of San Cristobel sea lions were more active, perhaps indicating a threat of infectious disease, which could mean human activity is increasing the chance of potentially dangerous diseases emerging in the Galapagos sea lion," Dr Brock added.

Despite laws designed to protect the unique wildlife found on the Galapagos, pets are regularly imported to the islands, which increases the risk of new diseases arriving and spreading to local species. In addition, dumping of sewage into the bay on San Cristobal where the sea lions live may be increasing their exposure to germs and bacteria associated with humans.

ZSL, together with collaborators, will continue to address the threats faced by the Galapagos sea lion by carrying out further research into the methods driving the described patterns, such as the role that genetics plays in shaping them.

President Goodluck Jonathan?s gigantic steps to improving agriculture in the country are getting a boost with the recent establishment of an Agricultural International Market in Enugu State.? The market which is a sole venture from a reputable industrial outfit based in Lagos, Eugene-Rose, will surely break the much needed barrier in the growth of commerce and industry in the south eastern part of Nigeria.

Coming at a time when clarion calls for such ventures by the enterprising and business-inclined men and women from that part of the country have fallen on deaf ears, the new International market will surely fill the much needed yawning gap created by negligence or abandonment. Chief Executive Officer of Eugene-Rose, the company pioneering the gigantic stride, Chief Eugene Ngozichukwuka Ibeaham spoke exhaustively on the project. Excerpts:

Background: I started manufacturing in 1994 after a stint in buying and selling in Lagos. During that time, I ventured into producing nylon, before I started processing water and toilet roll.? That was the two major things I was producing then, but because of the competitive nature of toilet roll, we had to leave it and faced water both in sachet and in bottle. After that, we went into? estate development. That is what we have been doing till date.

Secret of success in business

I have tried as much as possible not to engage in any shoddy deal while doing my business.? I always ensure that what we do is legal, no manoeuvreings and no faking.? We go for the best in quality.? People should avoid using other people?s wealth or ingenuity to make money.? We all know that God comes first if you want to achieve success but we must endeavour to avoid the temptation to get involved in criminal deals.

New stride

We have started investing at home, trying to encourage people especially Igbos to look inwards.? If you look around now, I can say our society, mostly in the Eastern region, we have been witnessing cases of kidnapping, armed robbery and other criminal acts which is inimical to the development of any society.

The once applauded economic prowess of the people from the East has gone down while criminality has taken over.? We all know that kidnapping is a curse and it is anathema for any society to be known for that.? It is just like dealing in slave trade in those days and we are all witnesses to the curse it brought to the perpetrators.

So, after thinking about all these ugly development, I decided to engage in meaningful ventures that will, to a large extent, checkmate the rising spate of these crimes in our area.? God has given us that commercial ability to progress in this country.

In the North, God gave them very fertile land; they cultivate any type of crop all year round.? In the east, what we have is commerce, we know how to trade.? Even when an Igbo man packs sand, he will sell it. So, we have to start on that line of market.? In realization of this fact, we decided to build a very big international market in the east.? The name is Agric. International Market.

It is situated along Enugu- Onitsha express way, Ugwu- Oba -Aniocha-Oji River in Enugu state.?? The land mark is very big. The plot we are using now is more than a hundred and fifty.? It is located in a very large expanse of land and we anticipate that in future, it may even extend to Ninth-Mile.

The good thing is that we have enough land for any kind of expansion and development. We are calling all Igbo sons and daughters at home and abroad to come, because as the saying goes, ?one man doesn?t stay in the bush?. So, we are calling on every one, both male and female investors to join us.

For now, the market has kicked off with my personal financial commitment but I expect all that have the good interest of the people of the South east at heart to come and invest there.? From what we are seeing now, it will turn out to be the widest and prosperous investment in the East of the Niger in future.

The first block was laid in 2012, around February.?? We are about one year plus now and if you go to the market, you will see a lot of structures on ground; blocks of shop, hotels, security posts and other things. People are even coming in, trading in a small capacity as they can, and I believe that more people will be coming.

How it all started?

Before we entered into the business, we advertized, shared and distributed fliers calling on interested people to come; we sold our forms for N10,000.00 and all that.? The initial problem we had was skepticism on the part? of would-be investors.

You know in the east, we have had such markets but they failed to flourish or develop well.?? However, we convinced investors by telling them the difference in our own which is that normal business will kick-start without delay and that we will not wait for the completion of the entire structures before swinging into action.

Our style is that if it is one shop we build, we start from there. If it?s two, we progress. We are not going to wait until every where and every bank comes over before we can start it.? Big markets like Alaba in Lagos started that way.

Initially, people thought it was a fraudulent venture but when they saw structures rising up in the market and activities started booming, they now realized that we are serious.? We equally assured investors that they can pay gradually until they are able to own the structures after completing their payments.

Organizing + The Business Side of Blogging - In My Own Style

I enjoy every aspect of blogging, but the business side of the job and keeping it all organized is the most time consuming part for me. I find this is also the hardest part as technology is constantly changing and you have to be on top of all of it so it all runs smoothly?? You see the creative side, but there is so much more involved when you are a blogger.

When you read most finished posts ? they sometimes look effortless, but? actually took hours toplan and complete and I am not talking about how long it took to make the actual project or take the photos.? It is the business side ? reading and responding to dozens and dozens of email requests and inquiries daily, the advertising, sponsored posts information, social media, server issues, hosting accounts, sponsor contracts, and more. Taking care of all of this is a full time job all by itself.? It is part of the job description when you become a ?Blogger?.

I used? hot glue to attach the boards together side-by-side and duct tape over the seams and to secure the fabric on the back.?? I then used a glue stick to attach ribbon to the outer edge and spaced furniture tacks along the ribbon.? I bought the tacks at Lowes.

Gas-giant exoplanets cling close to their parent stars

June 27, 2013 ? Gemini Observatory's Planet-Finding Campaign finds that, around many types of stars, distant gas-giant planets are rare and prefer to cling close to their parent stars. The impact on theories of planetary formation could be significant.

Finding extrasolar planets has become so commonplace that it seems astronomers merely have to look up and another world is discovered. However, results from Gemini Observatory's recently completed Planet-Finding Campaign -- the deepest, most extensive direct imaging survey to date -- show the vast outlying orbital space around many types of stars is largely devoid of gas-giant planets, which apparently tend to dwell close to their parent stars.

"It seems that gas-giant exoplanets are like clinging offspring," says Michael Liu of the University of Hawaii's Institute for Astronomy and leader of the Gemini Planet-Finding Campaign. "Most tend to shun orbital zones far from their parents. In our search, we could have found gas giants beyond orbital distances corresponding to Uranus and Neptune in our own Solar System, but we didn't find any." The Campaign was conducted at the Gemini South telescope in Chile, with funding support for the team from the National Science Foundation and NASA. The Campaign's results, Liu says, will help scientists better understand how gas-giant planets form, as the orbital distances of planets are a key signature that astronomers use to test exoplanet formation theories.

Eric Nielsen of the University of Hawaii, who leads a new paper about the Campaign's search for planets around stars more massive than the Sun, adds that the findings have implications beyond the specific stars imaged by the team. "The two largest planets in our Solar System, Jupiter and Saturn, are huddled close to our Sun, within 10 times the distance between the Earth and Sun," he points out. "We found that this lack of gas-giant planets in more distant orbits is typical for nearby stars over a wide range of masses."

Two additional papers from the Campaign will be published soon and reveal similar tendencies around other classes of stars. However, not all gas-giant exoplanets snuggle so close to home. In 2008, astronomers using the Gemini North telescope and W.M. Keck Observatory on Hawaii's Mauna Kea took the first-ever direct images of a family of planets around the star HR 8799, finding gas-giant planets at large orbital separations (about 25-70 times the Earth-Sun distance). This discovery came after examining only a few stars, suggesting such large-separation gas giants could be common. The latest Gemini results, from a much more extensive imaging search, show that gas-giant planets at such distances are in fact uncommon.

Liu sums up the situation this way: "We've known for nearly 20 years that gas-giant planets exist around other stars, at least orbiting close-in. Thanks to leaps in direct imaging methods, we can now learn how far away planets can typically reside. The answer is that they usually avoid significant areas of real estate around their host stars. The early findings, like HR 8799, probably skewed our perceptions."

The team's second new paper explores systems where dust disks around young stars show holes, which astronomers have long suspected are cleared by the gravitational force of orbiting planets. "It makes sense that where you see debris cleared away that a planet would be responsible, but we did not know what types of planets might be causing this. It appears that instead of massive planets, smaller planets that we can't detect directly could be responsible," said Zahed Wahhaj of the European Southern Observatory and lead author on the survey's paper on dusty disk stars. Finally, the third new paper from the team looks at the very youngest stars close to Earth. "A younger system should have brighter, easier to detect planets," according to the lead author Beth Biller of the Max Planck Institute for Astronomy.

"Around other stars, NASA's Kepler telescope has shown that planets larger than the Earth and within the orbit of Mercury are plentiful," explains Biller. "The NICI Campaign demonstrates that gas-giant planets beyond the distance of the orbit of Neptune are rare." The soon-to-be-delivered Gemini Planet Imager will begin to bridge this gap likely revealing, for the first time, how common giant planets are in orbits similar to the gas-giant planets of our own Solar System.

The observations for the Campaign were obtained with the Gemini instrument known as NICI, the Near-Infrared Coronagraphic Imager, which was the first instrument for an 8-10 meter-class telescope designed specifically for finding faint companions around bright stars. NICI was built by Doug Toomey (Mauna Kea Infrared), Christ Ftaclas, and Mark Chun (University of Hawai'i), with funding from NASA.

The first two papers from the Campaign have been accepted for publication in The Astrophysical Journal (Nielsen et al. and Wahhaj et al.), and the third paper (Biller et al.) will be published later this summer.

Is Google?s gaming console the next Android or the next Google Buzz?

With a handful of Android-based video game consoles already piquing interest and some type of gaming play from Apple on the horizon, a report on Thursday evening suggests that Google is now developing a video game console of its own.?The Wall Street Journal?claims that Google is developing the new console alongside a smartwatch, and it says both devices are intended to ?combat similar devices that Apple Inc. may release in the future.? It doesn?t seem likely that Apple is developing a dedicated gaming device of any kind, as we noted recently, but will instead use tools already at its disposal to tackle gaming. With that in mind, is a dedicated video game console from Google destined to reverse the current trend and take a bite out of the massive gaming industry, or will it simply fizzle and die, just like more than one out of every three Google products have in the past?

Apple?s hypothetical strategy seems to make more sense as dedicated console sales and video game software sales continue to slide. Rather than rely on consumers ponying up money for a dedicated console, Apple may turn the devices they already own into video game consoles. Simply connect your iPhone or iPad to your Apple TV, and away you go.

But is it possible that the right type of affordable Android-based gaming machine could also be a threat to the gaming industry? Android consoles like the ones from Ouya and Nvidia have managed to generate some buzz on the Web, though it remains to be seen if sales will be meaningful or if these devices will be stuck in a small niche.

With the right feature set at the right price, Google could certainly take a chunk out of?global?console sales, assuming it?s willing to establish distribution deals with major resellers and spend some serious money marketing the device. Like Android, Google?s gaming console could help change the industry it attacks ? hardcore gamers will still need their PCs, Xbox Ones or PlayStation 4s, but there could be a huge market looking for a cheaper, more casual solution for at-home gaming.

On the other hand, we could be looking at the next Google Buzz. Buzz was an ill-conceived social network that?Google rushed to market in order to compete with leaders like Facebook and Twitter. Buzz offered nothing useful or novel to users though, and instead banked on the fact that people would use it because it was Google.

Buzz was shuttered soon after it launched, and unless Google has something unique and impressive in the works, its upcoming video game console may suffer the same fate.

But what?s helped the most is that taking this step has made us into more involved and more centered parents, even if we?re no longer parenting together.

Splitting Up Made Us Better Parents

More Me Time

When we separated, we found a small apartment to sublet. During the weeks I stayed at our place with the kids, on the weekends we switched. Now that I have weekends to myself I have the break I always craved as a stay-at-home parent.

I get 3 nights a week of undisturbed sleep. There are no errands to run. I can meet a friend for brunch without having to line up a sitter or order a kids meal for a small companion. Last week I even got a pedicure in the middle of the day just because I could. I pick the movies and the tv shows I watch. I can lay in bed and read all day.

It?s actually an adjustment to learn to live with a couple of days of open time. You can start up old hobbies. You can connect with friends.

But best of all, when you see your kids again a couple of days later, they are more beautiful and more precious than they were at the end of a long week. My energy is renewed, my patience is restored, and we?re all ready to enjoy each other.

Less Stress

I do all my parenting alone now, which should be harder. I won?t say it?s easy. Sometimes I don?t get to eat my own dinner until 10 pm. But getting through those difficult hours after school and before bed are not so tough when you?re not already on edge.

I hadn?t realized just how much my misery in my marriage was weighing on me. There was always the question of when my husband would get home, what mood he?d be in, how we?d manage dinner, how we?d wade through the evening?s battles with the kids. If my husband was home, instead of managing something myself I would feel resentful if he wasn?t there to immediately step in and assist. I was causing a lot of my own pain and frustration.

Taking that out of the equation means a lot. After the kids go to bed I don?t have to deal with any anger or resentment at my spouse. I don?t have to face stony silences. We don?t avoid each other. There are no fights. It?s just a quiet evening for me to relax or clean up or take a bath. And it?s weird how much easier it is to get through a rough evening solo.

Working Together

Now that there isn?t all this extra baggage of our own arguments and grudges, parenting together is a lot easier. We can talk about it clinically instead of getting upset in the heat of the moment. We can email back and forth. There aren?t any spontaneous blow ups. There isn?t any finger pointing or blaming.

If I notice the pack of diapers he bought isn?t the right size, I can just include a note about it in a weekly email about what?s going on, what the state of the laundry is, how they?ve been sleeping, etc. It?s a lot less loaded than the conversation would be if we had it together at the end of an exhausting day.

We?ve started to talk about disciplining strategies for our almost-4-year-old. We?re setting out a short list of rules we can consistently follow with consequences we?ve agreed upon. Dealing with these big issues has never been so easy.

Parenting alone may not be ideal but it doesn?t have to be the end of the world. Right now, I?m still working on finding my single parent mojo, but it?s not nearly as scary as I thought it would be.

Alan Myers, Devo's drummer during their period of greatest success, died Monday of brain cancer. He was 58. Myers' death was first reported on Facebook by his friend Ralph Carney, a jazz musician who knew Myers in Devo's hometown of Akron, Ohio, (and the uncle of Black Keys drummer Patrick Carney).

Myers became Devo's third drummer when he joined the band in 1976. Known for his precision on the kit, his playing featured on Devo's first seven albums, including 1978's "Q: Are We Not Men? A: We Are Devo!" and 1980's "Freedom of Choice," which included the single "Whip It." He left the band in 1986 over a lack of creative fulfillment as the group increasingly used electronic drums, according to the 2003 book "We Are Devo!"

After leaving Devo, Myers worked as an electrical contractor in Los Angeles, and since 2005 had played improvisational music with his wife, Christine Myers, in the group Skyline Electric. He had also performed with his daughter, Laena Geronimo, in the experimental ensemble Swahili Blonde.

Myers' former bandmate Gerald Casale praised the drummer on Twitter as news of his death spread. The Devo founder called Myers "the most incredible drummer I had the privilege to play with for 10 years. Losing him was like losing an arm."

In subsequent tweets, Casale wrote, "I begged him not to quit Devo. He could not tolerate being replaced by the Fairlight and autocratic machine music. I agreed ... Alan, you were the best -- a human metronome and then some."

Drummer Josh Freese, who joined Devo for their 2010 reunion, has cited Myers as one of his major influences. "An underrated/brilliant drummer," Freese tweeted. "Such an honor playing his parts w/Devo. Godspeed Human Metronome."

Haunting photos, unexpected support

SANFORD, Fla.?The photos were as unforgettable as they were haunting: Trayvon Martin?s dead body, sprawled out in wet grass; the 17-year-old?s Nike shirt, pierced with a bullet hole; his limp wrist; his chest; and his face, slack.

The second day of the murder trial of George Zimmerman brought forth those photos and other powerful pieces of evidence, including the clothes Zimmerman was wearing and the gun he carried on the night he fatally shot Martin in February 2012. There was also a display of the now-iconic hoodie Martin wore on the night he died.

Zimmerman looked at the images without a strong reaction, though with more focus than he showed during opening arguments. Martin?s parents turned away, looked down and eventually left the courtroom as the photos of their son were shown to the jury.

The litany of graphic evidence, paired with the testimony of the Sanford police officer who described his efforts to save Martin, brought the trial to an early emotional crescendo. The 14-year veteran of the department, Anthony Raimondo Jr., gave sober detail of the bubbling sound coming from Martin?s lungs as he tried to administer CPR. He eventually placed a blanket over Martin that was too small, leaving his lower legs and feet exposed in another poignant crime scene photograph.

Emotionally, the significance of the photos is unmistakable and resonant. Legally, the most important turn in the second day of proceedings might have been something far more mundane: In the morning session, before the crime scene photos were shown, a neighborhood watch supervisor with the Sanford police department was called to the stand by the prosecution?and emerged as a key witness for the defense.

Wendy Dorival, who trained Zimmerman in his duties as the watch representative for his gated community, described him as ?a little meek? and someone who wanted to ?make changes in his community to make it better.?

Although a PowerPoint slide as part of Dorival?s orientation presentation declared citizens are ?NOT the vigilante police,? she told defense attorney Don West that seeing an unknown or suspicious person walking around in the rain or on a pathway not meant for walking would be grounds for calling the police department?s nonemergency number. That testimony could assist the defense in painting Zimmerman as someone who was simply carrying out his neighborhood watch duties rather than hunting down an unarmed teenager.

The defense?s case was further strengthened by testimony that there had been burglaries in Zimmerman?s community, including one in which a home was entered while a mother of a small child was upstairs. ?She was alone,? Dorival said. ?It was terrifying for her. She was still shaken up by it. It seemed very fresh to her.?

Dorival testified that residents who had an issue ?were directed to call Mr. Zimmerman.?

Perhaps just as significantly, Dorival came to Zimmerman with the idea of assuming greater duty in community policing. Asked why, Dorival said it was because of Zimmerman?s ?demeanor? and ?his high interest in being part of a Sanford community.?

The prosecution will continue to argue that Zimmerman went against protocol by leaving his car after he saw Martin rather than waiting for police to arrive.

?Let law enforcement take the risk of approaching the suspect,? Dorival said.

And the defense got some help from the 911 dispatcher who took Zimmerman?s call, who testified on Monday that his foul language didn?t raise any red flags.

What may raise flags with the jury would be the multiple calls Zimmerman made in the weeks and months leading up to Martin?s death. Several were played in the courtroom without the jury present in the prosecution?s efforts to bring them into testimony. The calls featured Zimmerman mentioning recent break-ins and alerting authorities of African-Americans in the gated community where he lived. The judge has not yet decided if the calls will be permitted.

If they are heard by jurors, defense will argue that they were ?good acts? meant to help keep watch over a community that had crime problems. Prosecutors will say the repeated calls reflected anger that climaxed on the fateful February night Martin returned from a local convenience store with Skittles and a can of Arizona iced tea.

The crucial moments between Zimmerman leaving his vehicle and the shooting of Martin will put even more emphasis on the expected testimony of the young woman Martin was speaking with on the phone as the confrontation loomed. She was reported to be scheduled on Tuesday but has not yet taken the witness stand.

Instead, the jury heard from a witness who said she looked out her window on the night of the shooting and saw ?arms flailing? and heard yells of ?no? and ?uhh.? She said it was too dark to identify who was outside her townhouse, but she went to check the stove and heard a gunshot. She then returned to see a body laying in the grass.

The witness also said she saw movement from ?left to right,? and the defense grilled her on cross-examination, suggesting that she had never said that before to law enforcement. The ?left to right? action is important because that might imply some kind of pursuit.

Zimmerman?s mindset during those moments will have to be shown as something other than the ?meek? persona Dorival described. Asked on Tuesday if Zimmerman was ?polite, courteous and respectful,? she replied: ?Yes, every time.?

Jurors will likely not forget the images of Martin?s body, yet their mental picture of Zimmerman on the night of Martin?s death will weigh far more in the outcome of this trial.

Babies know when a cuddle is coming

June 25, 2013 ? Babies as young as two months know when they are about to be picked up and change their body posture in preparation, according to new research.

Professor Vasu Reddy, of the University of Portsmouth, has found most babies aged two to four months understand they are about to be picked up the moment their mothers come towards them with their arms outstretched and that they make their bodies go still and stiff in anticipation, making it easier to be picked up.

This is the first study to examine how babies adjust their posture in anticipation to offset the potentially destabilising effect of being picked up.

Professor Reddy said: "We didn't expect such clear results. From these findings we predict this awareness is likely to be found even earlier, possibly not long after birth.

"The results suggest we need to re-think the way we study infant development because infants seem to be able to understand other people's actions directed towards them earlier than previously thought. Experiments where infants are observers of others' actions may not give us a full picture of their anticipatory abilities."

The findings could also be used as an early indicator of some developmental problems, including autism. It was reported by researchers in 1943 that children with autism don't appear to make preparatory adjustments to being picked up.

The researchers, who included Dr Gabriela Markova of the Czech Academy of Sciences, Prague, and Dr Sebastian Wallot of the University of Aarhus, did two studies, one on 18 babies aged three months, and a second on ten babies aged two to four months old.

In both, babies were placed on a pressure mat which measured their postural adjustments during three phases: As their mothers chatted with their babies; as the mothers opened their arms to pick them up; and as the babies were picked up.

The results revealed infants as young as two months made specific adjustments when their mother stretched her arms out to pick them up. These included extending and stiffening the legs which increases body rigidity and stability, and widening or raising their arms, which helps to create a space for the mother to hold the infant's chest.

Between two and three months of age the babies' gaze moved from mostly looking at their mother's face to often looking at her hands as she stretched her arms out towards them.

The results reveal two important findings -- first, that from as early as two months babies make specific postural adjustments to make it easier to pick them up even before their mother touches them. And second, it appears that babies learn to increase the smoothness and coordination of their movements between two and four months, rather than develop new types of adjustment.

"In other words, they rapidly become more adept at making it easier for parents to pick them up," Professor Reddy said.

The mothers in the study were asked about their babies' physical responses before the tests and some reported their babies stiffened their legs or raised their arms in preparation for being picked up, but video footage watched frame by frame revealed physical adjustments happened to a greater degree and more subtly than mothers had noticed.

The researchers suggest more research now needs to be done to examine the extent to which infants discriminate between different kinds of actions directed at them, between familiar and unfamiliar actions, and how infant anticipation of these actions is influenced by the different maternal styles they each experience.

The research is published in the latest issue of the journal Plos One.

Immigration bill clears Senate test

WASHINGTON (AP) ? Historic immigration legislation cleared a key Senate hurdle with votes to spare on Monday, pointing the way to near-certain passage within days for $38 billion worth of new security measures along the border with Mexico and an unprecedented chance at citizenship for millions living in the country illegally.

The vote was 67-27, seven more than the 60 needed, with 15 Republicans agreeing to advance legislation at the top of President Barack Obama's second-term domestic agenda.

The vote came as Obama campaigned from the White House for the bill, saying, "now is the time" to overhaul an immigration system that even critics of the legislation agree needs reform.

Last-minute frustration was evident among opponents. In an unusual slap at members of his own party as well as Democrats, Republican Sen. Ted Cruz of Texas said it appeared that lawmakers on both sides of the political aisle "very much want a fig leaf" on border security to justify a vote for immigration.

Senate passage on Thursday or Friday would send the issue to the House, where conservative Republicans in the majority oppose citizenship for anyone living in the country illegally.

Some GOP lawmakers have appealed to Speaker John Boehner not to permit any immigration legislation to come to a vote for fear that whatever its contents, it would open the door to an unpalatable compromise with the Senate. At the same time, the House Judiciary Committee is in the midst of approving a handful of measures related to immigration, action that ordinarily is a prelude to votes in the full House.

"Now is the time to do it," Obama said at the White House before meeting with nine business executives who support a change in immigration laws. He added, "I hope that we can get the strongest possible vote out of the Senate so that we can then move to the House and get this done before the summer break" beginning in early August.

He said the measure would be good for the economy, for business and for workers who are "oftentimes exploited at low wages."

As for the overall economy, he said, "I think every business leader here feels confident that they'll be in a stronger position to continue to innovate, to continue to invest, to continue to create jobs and ensure that this continues to be the land of opportunity for generations to come."

Opponents saw it otherwise. "It will encourage more illegal immigration and must be stopped," Cruz exhorted supporters via email, urging them to contact their own senators with a plea to defeat the measure.

Leaving little to chance, the U.S. Chamber of Commerce announced it was launching a new seven-figure ad buy Monday in support of the bill. "Call Congress. End de facto amnesty. Create jobs and economic growth by supporting conservative immigration reforms," the ad said.

Senate officials said some changes were still possible to the bill before it leaves the Senate - alterations that would swell the vote total.

At the same time, Sen. Roger Wicker, R-Miss., who voted to advance the measure during the day, said he may yet end up opposing it unless he wins a pair of changes he is seeking.

Senate Democrats were unified on the vote.

Republicans were anything but on a bill that some party leaders say offers the GOP a chance to show a more welcoming face to Hispanic voters, yet tea party-aligned lawmakers assail as amnesty for those who have violated the law.

The party's two top Senate leaders, Mitch McConnell of Kentucky and John Cornyn of Texas, voted against advancing the measure. Both are seeking new terms next year.

Among potential 2016 GOP presidential contenders, Sen. Marco Rubio of Florida was an enthusiastic supporter of the bill, while Cruz and Sen. Rand Paul of Kentucky were opposed.

The non-partisan Congressional Budget Office has estimated the legislation will reduce the deficit and increase economic growth in each of the next two decades. It is also predicting unemployment will rise slightly through 2020, and that average wages will move lower over a decade.

At its core, the legislation in the Senate would create a 13-year pathway to citizenship for an estimated 11 million immigrants living illegally in the United States. It also calls for billions of dollars to be spent on manpower and technology to secure the 2,000-mile border with Mexico, including a doubling of the Border Patrol with 20,000 new agents.

The measure also would create a new program for temporary farm laborers to come into the country, and another for lower-skilled workers to emigrate permanently. At the same time, it calls for an expansion of an existing visa program for highly-skilled workers, a gesture to high tech companies that rely heavily on foreigners.

In addition to border security, the measure phases in a mandatory program for employers to verify the legal status of potential workers, and separate effort to track the comings and goings of foreigners at some of the nation's airports.

The legislation was originally drafted by a bipartisan Gang of 8, four senators from each party who negotiated a series of political trade-offs over several months.

The addition of the tougher border security provisions came after CBO informed lawmakers that they could potentially spend tens of billions of dollars to sweeten the bill without fearing higher deficits.

The result was a series of changes negotiated between the Gang of 8 and Republican Sens. John Hoeven of North Dakota and Bob Corker of Tennessee. Different, lesser-noticed provisions helped other lawmakers swing behind the measure.

In a speech on the Senate floor, Sen. Charles Grassley, R-Iowa, likened some of them to "earmarks," the now-banned practice of directing federal funds to the pet projects of individual lawmakers.

He cited a provision creating a $1.5 billion jobs fund for low-income youth and pair of changes to benefit the seafood processing industry in Alaska. Sen. Bernard Sanders, I-Vt., issued a statement on Friday trumpeting the benefits of the first; Alaska Sens. Lisa Murkowski, a Republican, and Mark Begich, a Democrat, took credit for the two others.

Grassley also raised questions about the origin of a detailed list of planes, sensors, cameras and other equipment to be placed along the southern border.

"Who provided the amendment sponsors with this list?" asked Grassley, who is a member of the Judiciary Committee that approved an earlier version of the bill. Homeland Security Secretary Janet Napolitano "did not provide the committee with any list. Did Sikorsky, Cessna and Northrup Grumann send up a wish list to certain members of the Senate?"

Randy Belote, a spokesman for Northrup Grumann, said in an email the firm has "not had the opportunity to review the comments nor... provided the committee a 'wish list' of its systems to consider."

Officials at the other two companies did not immediately respond to a request for comment.

Google Play for Education now accepting developer submissions

Google's getting serious about education. Its Play for Education portal, announced last month at I/O, is creeping ever closer to a full launch, with a call for application submissions starting today. Developers that want to be considered for Google's curated storefront can mark their applications for consideration now via the Play Developer Console. But unlike the wild, wild west of the Play store at-large, where anything goes, not every education-focused app will get the greenlight. In fact, Google's submission process requires all applications marked as suitable for K-12 to first pass through a network of non-affiliated educators for evaluation before then being measured against the Play for Education store's requirements for classroom use. If selected, developer's applications will be made available to the many pilot programs currently underway across the country, with an eventual full-scale rollout when Play for Education officially launches sometime this fall.

Documents show IRS also screened liberal groups

WASHINGTON (AP) ? The Internal Revenue Service's screening of groups seeking tax-exempt status was broader and lasted longer than has been previously disclosed, the new head of the agency acknowledged Monday. Terms including "Israel," ''Progressive" and "Occupy" were used by agency workers to help pick groups for closer examination, according to an internal IRS document obtained by The Associated Press.

The IRS has been under fire since last month after admitting it targeted tea party and other conservative groups that wanted the tax-exempt designation for tough examinations. While investigators have said that agency screening for those groups had stopped in May 2012, Monday's revelations made it clear that screening for other kinds of organizations continued until earlier this month, when the agency's new chief, Danny Werfel, says he discovered it and ordered it halted.

The IRS document said an investigation into why specific terms were included was still underway. It blamed the continued use of inappropriate criteria by screeners on "a lapse in judgment" by the agency's former top officials. The document did not name the officials, but many top leaders have been replaced.

Democrats on the House Ways and Means Committee released 15 lists of terms that the IRS agency used and has provided to congressional investigators. Some of the lists, which evolved over time, used the terms "Progressive" and "Tea Party" and others including "Medical Marijuana," ''Occupied Territory Advocacy," ''Healthcare legislation," ''Newspaper Entities" and "Paying National Debt."

The lists were dated between August 2010 and April 2013 ? the month before the IRS targeting of conservative groups was revealed. They ranged from 11 pages to 17 pages but were heavily blacked out to protect sensitive taxpayer information.

Neither the IRS document obtained by the AP or the 15 IRS lists of terms addressed how many progressive groups received close scrutiny or how the agency treated their requests. Dozens of conservative groups saw their applications experience lengthy delays, and they received unusually intrusive questions about their donors and other details that agency officials have conceded were inappropriate.

In a conference call with reporters, Werfel said that after becoming acting IRS chief last month, he discovered varied and improper terms on the lists and said screeners were still using them.

He did not specify what terms were on the lists, but said he suspended the use of all such lists immediately. Lists from April 2013 that were released included the terms "Paying National Debt" and "Green Energy Organizations."

"There was a wide-ranging set of categories and cases that spanned a broad spectrum" on the lists, Werfel said. He added that his aides found those lists contained "inappropriate criteria that was in use."

Werfel ordered a halt in the use of spreadsheets listing the terms ? called BOLO lists for "be on the lookout for? on June 12 and formalized their suspension with a June 20 written order, according to the IRS document the AP obtained. Investigators have previously said that the lists evolved over time as screeners found new names and phrases to help them identify groups to examine.

Democrats on the House Ways and Means Committee released one of the lists, dated November 2010, that the IRS has provided to congressional investigators. That 16-page document, with many parts blacked out, shows that the terms "Progressive" and "Tea Party" were both on that list, as well as "Medical Marijuana," ''occupied territory advocacy" and "Healthcare legislation."

Rep. Sander Levin of Michigan, top Democrat on the Ways and Means panel, said he was writing a letter to J. Russell George, the Treasury Department inspector general whose audit in May detailed IRS targeting of conservatives, asking why his report did not mention other groups that were targeted.

"The audit served as the basis and impetus for a wide range of congressional investigations and this new information shows that the foundation of those investigations is flawed in a fundamental way," Levin said.

Republicans said there was a distinction. A statement by the GOP staff of House Ways and Means said, "It is one thing to flag a group, it is quite another to repeatedly target and abuse conservative groups."

George's report criticized the IRS for using "inappropriate criteria" to identify tea party and other conservative groups. It did not mention more liberal organizations, but in response to questions from lawmakers at congressional hearings, George said he had recently found other lists that raised concerns about other "political factors" he did not specify.

On Monday, Karen Kraushaar, a spokeswoman for the inspector general, said their May audit focused on terms the IRS used to pick cases to be studied for political campaign activity, which might disqualify a group from tax-exempt status.

She said the inspector general has since found other "criteria" the agency used to list potential cases, and "we are reviewing whether these criteria led to expanded scrutiny for other reasons and why these criteria were implemented."

Democratic staff on Ways and Means said in a press release that they had verified that of the 298 groups seeking tax-exempt status that George's audit had examined, some were liberal organizations ? something George's report did not mention.

Many organizations seeking tax-exempt designation were applying for so-called 501(c)(4) status, named for its section of the federal revenue code. IRS regulations allow that status for groups mostly involved in "social welfare" and that don't engage in election campaigns for or against candidates as their "primary" activity, and it is up to the IRS to judge whether applicants meet those vaguely defined requirements.

Werfel's remarks came as he released an 83-page examination he has conducted of his embattled agency. The conclusions, which Werfel cautioned are preliminary, have so far found there was "insufficient action" by IRS managers to prevent and disclose the problem involving the screening of certain groups, but no specific clues of misconduct.

"We have not found evidence of intentional wrongdoing by anyone in the IRS or involvement in these matters by anyone outside the IRS," he told reporters.

The report found no indication so far of improper screening beyond the IRS offices, mostly in Cincinnati, that examine groups seeking tax-exempt status.

Werfel's report describes several new procedures the agency is installing to prevent unfair treatment of taxpayers in the future. They include a fast-track process for groups seeking tax-exempt status that have yet to get a response from the IRS within 120 days of applying. He is also creating an Accountability Review Board, which within 60 days is supposed to recommend any additional personnel moves "to hold accountable those responsible" for the targeting of conservative groups, Werfel's report said.

The top five people in the agency responsible for the tax-exempt status of organizations have already been removed, including the former acting commissioner, Steven Miller, whom President Barack Obama replaced with Werfel.

"The IRS is committed to correcting its mistakes, holding individuals accountable as appropriate" and establishing new controls to reduce potential future problems, Werfel told reporters.

IRS screening of conservative groups had sparked investigations by three congressional committees, the Justice Department and a Treasury Department inspector general.

Werfel's comments and report drew negative reviews from one of the IRS's chief critics in Congress, Rep. Darrell Issa, R-Calif., chairman of the House Oversight and Government Reform Committee.

Issa said the review "fails to meaningfully answer the largest outstanding questions about inappropriate inquiries and indefensible delays. As investigations by Congress and the Justice Department are still ongoing, Mr. Werfel's assertion that he has found no evidence that anyone at IRS intentionally did anything wrong can only be called premature."

House Ways and Means Committee Chairman Dave Camp, R-Mich., whose panel is also investigating the agency, said the IRS "still needs to provide clear answers to the most significant questions ? who started this practice, why was it allowed to continue for so long, and how widespread was it? This culture of political discrimination and intimidation goes far beyond basic management failure and personnel changes alone won't fix a broken IRS."

Werfel had promised to produce a report within a month of taking over the agency.

Werfel said he briefed Obama and Treasury Secretary Jacob J. Lew on the report earlier Monday.

Werfel, initially named the IRS's acting commissioner, is now the agency's deputy principal commissioner because federal law limits the time an agency can be led by an acting official.

Hong Kong says Snowden has left for third country

HONG KONG (AP) ? A former National Security Agency contractor wanted by the United States for revealing highly classified surveillance programs has been allowed to leave for a "third country" because a U.S. extradition request did not fully comply with Hong Kong law, the territory's government said Sunday.

Hong Kong's government did not identify the country. Snowden, who has been in hiding in Hong Kong for several weeks since he revealed information on the highly classified spy programs, has talked of seeking asylum in Iceland.

However, Russia's ITAR-Tass news agency cited an unidentified Aeroflot official as saying Snowden would fly from Moscow to Cuba on Monday and then on to Caracas, Venezuela. The WikiLeaks anti-secrecy group tweeted that Snowden was "over Russian air space" and later said in a statement he was bound for an unnamed "democratic nation via a safe route for the purpose of asylum."

The White House had no immediate comment about the departure, which came a day after the United States made a formal request for his extradition and gave a pointed warning to Hong Kong against delaying the process of returning him to face trial in the U.S.

The Department of Justice said only that it would "continue to discuss this matter with Hong Kong and pursue relevant law enforcement cooperation with other countries where Mr. Snowden may be attempting to travel."

The Hong Kong government said in a statement that Snowden left "on his own accord for a third country through a lawful and normal channel."

It acknowledged the U.S. extradition request, but said U.S. documentation did not "fully comply with the legal requirements under Hong Kong law." It said additional information was requested from Washington, but since the Hong Kong government "has yet to have sufficient information to process the request for provisional warrant of arrest, there is no legal basis to restrict Mr. Snowden from leaving Hong Kong."

The statement said Hong Kong had informed the U.S. of Snowden's departure. It added that it wanted more information about alleged hacking of computer systems in Hong Kong by U.S. government agencies which Snowden had revealed.

WikiLeaks said it was providing legal help to Snowden at his request and that he was being escorted by diplomats and legal advisors from the group. Its founder, Julian Assange, who has spent a year inside the Ecuadorean Embassy in London to avoid extradition to Sweden to face questioning about sex crime allegations, told the Sydney Morning Herald that his organization is in a position to help because it has expertise in international asylum and extradition law.

Snowden's departure eliminates a possible fight between Washington and Beijing at a time when China is trying to deflect U.S. accusations that it carries out extensive surveillance of American government and commercial operations. Hong Kong, a former British colony, has a high degree of autonomy and is granted rights and freedoms not seen on mainland China, but under the city's mini constitution Beijing is allowed to intervene in matters involving defense and diplomatic affairs.

Hong Kong has an extradition treaty with the U.S., but the document has some exceptions, including for crimes deemed political.

The Obama administration on Saturday warned Hong Kong against delaying Snowden's extradition, with White House national security adviser Tom Donilon saying in an interview with CBS News, "Hong Kong has been a historically good partner of the United States in law enforcement matters, and we expect them to comply with the treaty in this case."

Snowden's departure came as the South China Morning Post released new allegations from Snowden that U.S. hacking targets in China included the nation's cellphone companies and two universities hosting extensive Internet traffic hubs.

He told the newspaper that "the NSA does all kinds of things like hack Chinese cellphone companies to steal all of your SMS data." It added that Snowden said he had documents to support the hacking allegations, but the report did not identify the documents. It said he spoke to the newspaper in a June 12 interview.

With a population of more than 1.3 billion, China has massive cellphone companies. China Mobile is the world's largest mobile network carrier with 735 million subscribers, followed by China Unicom with 258 million users and China Telecom with 172 million users.

Snowden said Tsinghua University in Beijing and Chinese University in Hong Kong, home of some of the country's major Internet traffic hubs, were targets of extensive hacking by U.S. spies this year. He said the NSA was focusing on so-called "network backbones" in China, through which enormous amounts of Internet data passes.

The Chinese government has not commented on the extradition request and Snowden's departure, but its state-run media have used Snowden's allegations to poke back at Washington after the U.S. had spent the past several months pressuring China on its international spying operations.

A commentary published Sunday by the official Xinhua News Agency said Snowden's disclosures of U.S. spying activities in China have "put Washington in a really awkward situation."

"Washington should come clean about its record first. It owes ... an explanation to China and other countries it has allegedly spied on," it said. "It has to share with the world the range, extent and intent of its clandestine hacking programs."

(AP) ? Turns out zombies and Superman are no match for monsters.

Disney's "Monsters University" is the weekend box-office winner, according to studio estimates released Sunday. The animated family film, which reunites the cast and characters from the 2001 hit "Monsters, Inc.," debuted in first place with $82 million. It beat out Paramount's Brad Pitt zombie romp "World War Z," which opened in second place with $66 million.

Warner Bros. "Man of Steel" was in third place, adding another $41.2 million to its coffers and bringing its domestic ticket sales over $210 million in just the second week of release.

The Sony apocalyptic comedy "This Is the End" finished fourth. The magic-heist thriller "Now You See Me" held onto fifth place in its fourth week of release.
